Avram Noam Chomsky born in 1928 in Philadelphia he was an American philosopher and known as the father of ‘Modern linguistic’ he proposed universal grammar.
Chomsky believed that children were born with a language acquisition device LAD which helps them to learn new languages.
According to Chomsky children born with ability to learn language the control and interpretation and production of speech is governed by structure of brain.
Age between 3 to 10 child is most likely to learn a language
